Appropriation is contingent on the city of South St. Paul committing at least an equal amount ($3,000,000) from nonstate sources

Commissioner of management and budget authorized to sell and issue state bonds up to $3,000,000 to provide funding from the bond proceeds fund

Bond issuance governed by Minnesota Statutes sections 16A.631 to 16A.675 and Minnesota Constitution article XI, sections 4 to 7

Effective the day following final enactment
