Modifies charter school building lease aid calculations to include pupil units for the portion of the day students participate in Postsecondary Enrollment Options (PSEO) courses under section 124D.09.

Defines a charter school's building lease aid pupil units as the sum of regular charter school pupil units plus PSEO pupil units not otherwise counted under section 126C.05.

Caps annual building lease aid at the lesser of 90 percent of approved costs or the product of building lease aid pupil units times $1,314 per pupil.

Appropriates $66,787,000 for fiscal year 2016 and $73,603,000 for fiscal year 2017 for charter school building lease aid.

Effective for fiscal year 2017 and later.
