Appropriates $300,000 from bond proceeds to the commissioner of administration for predesigning a child care facility on the Capitol complex in St. Paul.

Appropriates $150,000 from the general fund in fiscal year 2017 to the commissioner of administration for staff overseeing predesign, design, and construction of the facility.

Adds $250,000 to the commissioner of administration's base appropriation beginning in fiscal year 2018 and continuing annually for operating costs of the child care facility.

Authorizes the commissioner of management and budget to sell and issue up to $300,000 in state bonds to fund the appropriation from the bond proceeds fund.

Becomes effective the day following final enactment.
