Creates a Board of Special Prosecution consisting of five members appointed by the governor, including three public members (one with experience of peace officer use of force and one person of color), one county or city attorney, and one peace officer.

Establishes an independent state special prosecutor with sole prosecutorial jurisdiction over officer-involved incidents resulting in great bodily harm or death, appointed by the board for two-year terms and removable only for cause.

Requires all peace officer-initiated use of force cases to be prosecuted by complaint rather than grand jury indictment, regardless of the maximum punishment for the offense.

Mandates that law enforcement agencies and county attorneys immediately notify the special prosecutorial office when an officer-involved incident occurs, with any person able to report suspected incidents.

Requires the state special prosecutor to issue public reports explaining decisions not to prosecute, and the board to submit biennial reports to legislature by November 15 of even-numbered years; appropriates funds from general fund for fiscal year ending June 30, 2017.
