Repeals the Regent Candidate Advisory Council, a 24-member body established to identify and recruit qualified candidates for the University of Minnesota Board of Regents.

Modifies the regent nomination joint committee to directly consider candidates rather than relying on advisory council recommendations.

Allows the joint legislative committee to nominate candidates without advisory council input, requiring support from at least three House members and two Senate members for non-advisory candidates.

Maintains the joint committee's requirement to consider board needs and balance board membership regarding gender, racial, and ethnic composition when recommending nominees.

Takes effect by repealing Minnesota Statutes section 137.0245 in its entirety while amending section 137.0246.
