Requires the commissioner and board of MNsure to jointly develop procedures ensuring qualifying life events and changes in circumstances are processed within 30 days of being reported by MNsure enrollees.

Procedures must be developed and implemented no later than September 1, 2016, with the commissioner providing guidance and training to county staff for compliance.

Qualifying life events requiring 30-day processing include address changes, tribal enrollment changes, dependent changes through birth or adoption, and eligibility changes for premium tax credits or cost-sharing reductions.

Additional qualifying events include loss of dependent through death or divorce, achievement of citizenship status, loss of health care coverage, marriage, domestic abuse or spousal abandonment, and MNsure enrollment errors.

Commissioner and MNsure board may specify additional qualifying life events or changes in circumstances requiring 30-day processing.
