Establishes a 24-member Surrogacy Task Force to study legal issues related to gestational and traditional surrogacy in Minnesota, appointed primarily by the commissioner of human services.

Task force membership includes representatives from state agencies, legislature, courts, bar associations, fertility clinics, surrogacy agencies, mental health professionals, legal services, children's advocacy groups, and various interest organizations including RESOLVE, Choice Moms, Outfront Minnesota, Minnesota Family Council, and Minnesota Catholic Conference.

Members shall serve without compensation or reimbursement of expenses and must be appointed by July 1, 2016, with the first meeting convened by July 31, 2016.

Task force must meet at least quarterly and is required to submit findings and recommendations addressing legal issues implicated by surrogacy to relevant legislative committee chairs by January 15, 2017, including draft legislation.

Task force expires upon submission of the report or January 16, 2017, whichever is earlier; Department of Human Services provides staffing and technical assistance within available resources.
