Extends the repeal of Minnesota Statutes sections 115C.01-115C.13 from June 30, 2017 to June 30, 2022.

Creates a utility assessment account as a separate account in the special revenue fund to receive and deposit assessments from utilities related to energy planning and advocacy costs, with funds annually appropriated to the commissioner of commerce.

Assessments from utilities dated June 1, 2016 or later must be paid into the utility assessment account instead of the general fund.

Adjusts Department of Commerce appropriations for fiscal years 2016-2017: increases total from $34,003,000 to $34,073,000, with general fund increasing to $31,030,000 and special revenue funds allocated to the new utility assessment account.

Reduces Public Utilities Commission appropriations from $7,191,000 to $7,507,000 for fiscal year 2017, with general fund base set at $7,444,000 for fiscal years 2018-2019.
