Appropriates $143,000 for fiscal year 2016 and $1,846,000 for fiscal year 2017 to the Pollution Control Agency for environment-related purposes.

Allocates $432,000 in fiscal year 2017 for Water division to provide technical assistance and review of municipal water infrastructure projects and manage water permit fee rulemaking.

Allocates $125,000 in fiscal year 2017 for Land division to manage contaminated sediment projects at multiple sites in the St. Louis River remedial action plan for fiscal years 2018-2020.

Appropriates $143,000 in fiscal year 2016 and $1,289,000 in fiscal year 2017 to Administrative Services for legal support costs related to environmental review and permitting decisions on the PolyMet NorthMet mining project.

Amends Minnesota Statutes section 473.845 regarding the metropolitan landfill contingency action trust account to clarify its establishment and management.
