Appropriates $20,000,000 from trunk highway bond proceeds for modifications to the Trunk Highway 610 interchange project at Interstate 94 and Hennepin County State-Aid Highway 30, including an access ramp from TH 610 westbound to I-94 westbound, roadwork on I-94 south to Maple Grove Parkway, and drainage pond construction.

Authorizes the Commissioner of Management and Budget to sell and issue up to $20,000,000 in state bonds under Minnesota Statutes sections 167.50 to 167.52 and Minnesota Constitution article XIV, section 11.

Appropriates an additional $25,000,000 from bond proceeds to the Commissioner of Transportation or as a grant to the city of Maple Grove to construct the full interchange project, including a new county road spur, bridges, and multiple access ramps connecting Trunk Highway 610, Interstate 94, and Hennepin County State-Aid Highway 30.

Authorizes the Commissioner of Management and Budget to sell and issue up to $25,000,000 in additional state bonds under Minnesota Statutes sections 16A.631 to 16A.675 and Minnesota Constitution article XI, sections 4 to 7.

Both sections take effect the day following final enactment.
