Appropriates $175,000 from the general fund in fiscal year 2017 to the commissioner of employment and economic development for a grant to the African Development Center (ADC).

Establishes a pilot arts and culture incubator designed to create economic opportunities for African artists.

Requires the incubator to serve ten African artists with support and workspace to refine products and implement business plans for scaled production.

Includes assistance with brand promotion of products and identification of distribution channels for participating artists.
