Increases payment rates by 9.65 percent above June 30, 2015 rates for dental services provided at nonprofit community clinics in the seven-county metropolitan area where at least 90 percent of patient encounters are with uninsured patients or those covered by medical assistance or MinnesotaCare, effective January 1, 2017.

Requires managed care plans and county-based purchasing plans to pass on the full amount of the increase to dental providers in the form of higher payment rates, effective January 1, 2017.

Excludes state-operated dental clinics, federally qualified health centers, rural health centers, and Indian health services from this rate increase.

Amends Minnesota Statutes 2015 Supplement, section 256B.76, subdivision 2, which governs medical assistance reimbursement rates for dental services.
