Modifies eligible projects for environmental remediation to include manure management for facilities with less than 1,000 animal units and drinking water projects that remediate contaminants in private wells and implement best management practices.

Establishes definitions for biobased content, biobased formulated products, biobutanol, biobutanol facilities, and quarterly reporting periods related to renewable energy production in Minnesota.

Reduces annual production thresholds for advanced biofuel facilities from 95,000 to 23,750 MMbtu and renewable chemical facilities from 3,000,000 to 750,000 pounds by changing measurement from annual to quarterly basis.

Creates an advisory panel for agriculture research and technology transfer grants including representatives from University of Minnesota, state commodity councils, farm organizations, and environmental groups; allows grant projects to continue up to five years with reevaluation requirements.

Extends avian influenza emergency response appropriations for the Department of Agriculture from June 30, 2017 to June 30, 2019, and modifies environmental review exemptions for biobutanol facilities and biofuel production facilities outside metropolitan areas.
