• Restores the civil right to vote for individuals with felony convictions upon completion of incarceration, with voting rights lost only during actual incarceration periods.

• Updates voter registration forms and eligibility certifications to reflect that individuals not currently incarcerated for felony offenses have the right to vote.

• Requires correctional facilities and probation officers to provide written notice of voting rights restoration to persons released from incarceration or under correctional supervision for felony offenses.

• Modifies the Department of Corrections data-sharing process to identify individuals whose voting rights should be restored after discharge from felony sentences and removes the requirement for county attorneys to promptly investigate voter registration violations.

• Effective August 1, 2016, applies to all elections held on or after that date.
