Directs the Council for Minnesotans of African Heritage to coordinate planning and design of the Martin Luther King nonviolent institutional child development program focused on community violence prevention and intervention for African-American children.

Program may provide services to schools, social service agencies, youth programs, juvenile delinquency programs, residential treatment facilities, foster homes, law enforcement agencies, medical centers, mental health programs, and religious outreach programs.

Services include developing long-range violence prevention plans, intervention plans for violence-affected children, identifying training needs, creating networks to coordinate services, and funding for participating entities' programs.

Establishes information sharing provisions allowing program participants to receive and share data from law enforcement, schools, and medical examiners regarding children impacted by homicide while maintaining privilege protections except for mandatory reporting.

Appropriates $200,000 from the general fund in fiscal year 2017 to the Council for Minnesotans of African Heritage, available through June 30, 2018.
