Appropriates $1,500,000 in fiscal year 2017 to the Commissioner of Human Services for grants to culturally specific mental health providers under Minnesota Statutes, section 245.4889.

Funds support expansion of trained clinicians of color to provide mental health services to children up to five years of age, with priority given to African-American and Native American clinicians.

Allows mental health providers to use funds for technical assistance to clinicians seeking licensure, exam preparation, mentoring of new clinicians, and student loan forgiveness programs for clinicians employed by culturally specific providers.

Adds this appropriation to the existing base for child mental health grants under Minnesota Statutes, section 245.4889.
