Prohibits state funds from being used to pay for out-of-state travel by executive branch employees, including constitutional officers, unless the agency head certifies the travel is necessary.

Allows out-of-state travel only when certified as necessary for: enforcement of Minnesota law, meeting the state's contractual or legal obligations, or protecting public health, welfare, or safety.

Becomes effective the day following final enactment.

Permits pre-enactment travel arrangements to proceed if cancellation would result in significant costs or penalties to the state.
