Authorizes certified paraprofessionals, including medical assistants, paramedics, and emergency medical technicians, to provide home care services in Minnesota.

Requires certified paraprofessionals providing home care services to complete 40 hours of commissioner-approved training covering home care bill of rights, medical records privacy, professional boundaries, ventilator care, infection control, CPR, and maltreatment reporting.

Directs the commissioner of human services to establish procedure codes allowing certified paraprofessionals to be reimbursed at rates equal to licensed professional nurses for home care services under specified Minnesota Statutes sections.

Directs the commissioner to request federal waivers and approvals from the Centers for Medicare and Medicaid Services to enable reimbursement of certified paraprofessionals for home care services.

Makes reimbursement procedure code establishment effective only upon receipt of required federal waivers or approvals.
