Establishes new permitting system allowing volunteer emergency responders (volunteer firefighters, emergency medical first responders, ambulance crew members, and certificated volunteer ambulance drivers) to operate vehicles with activated warning lights by obtaining a valid permit from the commissioner of public safety.

Authorized warning lights for volunteer responders must be red or amber (or between those colors), may be solid or flashing, and may display to front or rear of vehicle.

Volunteer responder vehicles may be equipped with sirens capable of emitting sound audible from at least 500 feet and conforming to federal certification standards, usable only during emergency response or pursuit situations.

Permits expire immediately upon termination of volunteer membership or employment, with supervisory personnel required to notify the commissioner of public safety immediately.

Repeals previous statutes governing red identification lamps for volunteer emergency responders and consolidates these provisions into updated vehicle lighting regulations.
