$280,000 funds water quality monitoring, modeling, and data analysis to establish baseline conditions and assess impacts of augmenting White Bear Lake with water from Vadnais Lake.

$1,700,000 funds planning and preliminary engineering work to refine augmentation cost estimates, assess water level impacts, and reduce uncertainty around key cost drivers.

$150,000 funds development of three design-build proposals for piping water from Vadnais Lake to White Bear Lake while ensuring water quality protection and invasive species prevention.

Prohibits detailed design or construction until an agreement is reached that provides Vadnais Heights with protections including no financial contribution requirements, preserved land development rights, consultation on facility siting, road reconstruction, and operational oversight authority.
