Appropriates $175,000 from bond proceeds to the commissioner of public safety for a grant to the city of Mahnomen for predesign of a public safety facility serving Mahnomen, Clearwater, and Becker Counties

Requires matching commitment of at least $175,000 from nonstate sources before the appropriation becomes available

Authorizes the commissioner of management and budget to sell and issue state bonds up to $175,000 to fund the appropriation

Bond issuance governed by Minnesota Statutes sections 16A.631 to 16A.675 and Minnesota Constitution article XI, sections 4 to 7
