• Requires every local unit of government overseeing a law enforcement agency to establish a citizen oversight council by September 1, 2016, with first meetings by October 1, 2016.

• Citizen oversight councils must have membership reflecting the community's diversity including minority and youth populations, with the majority of members being citizens; councils may investigate officer misconduct, make recommendations on discipline, and evaluate agency performance.

• Chief law enforcement officers must cooperate with councils but are not bound by their recommendations; if rejecting a recommendation within their authority, the officer must inform the council of reasons for the rejection.

• Peace Officers Standards and Training Board must develop a procedural justice model policy by August 15, 2016, requiring officers to obtain consent before searches, identify themselves by full name and badge number, state reasons for stops and searches, and report demographic information about persons encountered.

• All state and local law enforcement agencies must adopt written procedural justice policies by November 1, 2016, and preservice officers cannot be licensed after July 1, 2017, without training in procedural justice and community interaction skills including bias awareness, de-escalation, and cultural responsiveness.
