Appropriates $11,500,000 from the bond proceeds fund to the commissioner of transportation for engineering, design, and right-of-way acquisition for an underpass on Anoka County State-Aid Highway 56 (Ramsey Boulevard) under the Burlington Northern Santa Fe railroad in Ramsey.

Authorizes up to $1,500,000 of the appropriation for construction, engineering, design, and right-of-way acquisition for local road improvements identified in the Department of Transportation's Trunk Highway 10 Planning Study between Ramsey Boulevard in Ramsey and Greenhaven Parkway in Anoka.

Authorizes the commissioner of management and budget to sell and issue state bonds up to $11,500,000 in accordance with Minnesota Statutes sections 16A.631 to 16A.675 and the Minnesota Constitution.

Bond proceeds, except accrued interest and any premium from bond sales, must be credited to the bond proceeds fund.

Becomes effective the day following final enactment.
