Amends Minnesota Statutes 2014, section 241.01, subdivision 3a to authorize the commissioner of corrections to house offenders in nonpublicly owned facilities.

Requires the commissioner of administration to complete negotiations by January 1, 2017 for a contract to purchase or lease to own and operate an existing prison facility with capacity of at least 1,500 beds located in Appleton, Minnesota.

Any contract negotiated under this provision must be reviewed and approved by the legislature before final execution.

Addresses bed capacity shortfalls in the state correctional system through use of private or nonpublic facilities.
