Minnesota applies to Congress to call an amendment convention limited to proposing a constitutional amendment requiring federal outlays not exceed estimated federal revenues in any fiscal year, except during national emergencies.

The application counts among previously adopted balanced budget amendment applications from 27 other states including Alabama, Alaska, Arkansas, Colorado, Delaware, Florida, Georgia, Indiana, Iowa, Kansas, Louisiana, Maryland, Michigan, Mississippi, Missouri, Nebraska, Nevada, New Hampshire, New Mexico, North Carolina, North Dakota, Ohio, Pennsylvania, South Dakota, Tennessee, Texas, Utah, and West Virginia.

This application is to be aggregated only with other balanced budget amendment applications to reach the two-thirds of states required by Article V to trigger congressional calling of a convention, and shall not be combined with applications on other subjects.

The application constitutes a continuing application under Article V until legislatures of at least two-thirds of the states have made applications on the same subject.

Minnesota's Secretary of State is directed to transmit copies of the resolution to federal congressional leaders, the President, federal executive officials, state legislative leaders, and state presiding officers requesting cooperation.
