Changes "should" to "must" requiring school districts to adopt guidelines for assessing and identifying gifted and talented students, making the requirement mandatory rather than discretionary.

Expands identification procedures to include assessments that are capable of identifying gifts and talents in individual academic domains and that are sensitive to underrepresented groups including low-income, minority, twice-exceptional, and English learners.

Requires school districts to adopt procedures for academic acceleration of gifted and talented students, including assessing student readiness and motivation and matching curriculum level, complexity, and pace to achieve the best type of acceleration for each student.

Requires school districts to adopt procedures for early admission to kindergarten or first grade for gifted and talented learners that are sensitive to underrepresented groups, consistent with section 124D.02.
