Eliminates fees for minors placing, temporarily lifting, or removing security freezes on their credit reports.

Waives the $5 fee for identity theft victims who provide a valid police report or police case number to consumer reporting agencies.

Maintains a maximum $5 fee for consumers who lose their personal identification number, with no charge for one-time reissuance but up to $5 for subsequent losses.

Allows fees to be paid by check, money order, or credit card for written mail requests, and by credit card for telephone or electronic requests.
