Creates a small cities assistance account in the special revenue fund to receive and distribute transportation funds.

Requires the commissioner of management and budget to transfer $25,000,000 from the general fund to the small cities assistance account on July 1 each year.

Money in the account is annually appropriated to the commissioner of revenue for distribution under existing subdivision provisions for small cities road assistance.

Account funds may only be expended as provided under the statute and may include donations, allotments, and transfers from other sources.

Effective the day following final enactment.
