Urges the Joint Committee on the Library of Congress and the Architect of the Capitol to place a statue of Prince in the National Statuary Hall at the United States Capitol representing Minnesota.

Proposes replacing the statue of Henry Mower Rice, provided by Minnesota in 1916, which has been on display for over 100 years, exceeding the 10-year minimum requirement for replacement.

Directs the Legislative Coordinating Commission to select a commission responsible for choosing the sculptor(s) and raising necessary funds through private donations.

Requires the Secretary of State to transmit copies of this memorial to federal officials including the President, Congressional leaders, Minnesota's senators and representatives, and the Joint Committee on the Library of Congress.

Highlights Prince Rogers Nelson's accomplishments including over 100 million records sold worldwide, seven Grammy Awards, an Academy Award, and Rock and Roll Hall of Fame induction in 2004, as well as his Minneapolis roots and significance to Minnesota.
