Amends Minnesota Statutes 2014, section 221.091, subdivision 3 to require the Metropolitan Airports Commission to regulate transportation network companies the same as taxicabs at airports under its jurisdiction.

Requires any ordinance regulating taxicabs and transportation network companies to impose substantially identical requirements, including identical criminal background checks and federal security clearance checks.

Mandates that any ordinance include minimum provisions defining vehicles, establishing driver qualifications and insurance requirements, and providing permit issuance procedures, with the option to limit the number of permits issued.

Establishes a priority order for reducing taxicab and transportation network company permits at Minneapolis-St. Paul International Airport, prioritizing elimination of permits from inactive holders and those without continuous permits since January 1, 2005.

Requires the Metropolitan Airports Commission to enact a transportation network company regulation ordinance effective on or before January 1, 2017, with annual federal airport security background checks required for all drivers before permit issuance or renewal.
