Amends Minnesota Statutes section 120B.022 to designate Latin as a language other than English and a world language for purposes of the state bilingual and multilingual seals program.

Requires students demonstrating Latin proficiency to meet standards through reading fluency, interpretive reading, and understanding of cultural perspectives, rather than the standard four-skill proficiency assessment (listening, speaking, reading, writing) required for other languages.

Maintains existing seal eligibility requirements that students must complete required English language arts credits and demonstrate mastery of Minnesota's English language proficiency standards.

Affirms that school districts and charter schools may award elective course credits and community service credit to students demonstrating requisite proficiency in Latin.

Becomes effective the day following final enactment.
