Amends Minnesota Statutes section 340A.404 to allow cities to issue on-sale wine or on-sale malt liquor licenses to businesses and nonprofit organizations that offer visual arts instruction classes.

License holders may be entities not otherwise eligible for on-sale licenses, provided they offer visual arts instruction classes.

Licensed establishments may sell wine or malt liquor on all days of the week to class participants who have paid a participation fee or secured advanced registration, for on-premises consumption only.

Defines "visual arts instruction classes" as regularly held classes focused on instructing participants in producing a tangible piece of artwork.
