Modifies MNsure operations funding percentages from premiums: 3.5% from January 1, 2015 through December 31, 2017; 3% during 2018; and 2.5% beginning January 1, 2019, with funding capped at 100% of calendar year 2012 funds collected under section 62E.11, subdivision 6.

Authorizes commissioner of management and budget to provide up to $20,000,000 in cash flow assistance to MNsure for fiscal years 2014 and 2015, to be repaid with interest by June 30, 2015.

Requires MNsure board and commissioner of human services to develop procedures for processing qualifying life events and changes in circumstances within 30 days, including address changes, dependent changes, citizenship status changes, marriage, domestic abuse, and MNsure enrollment errors; procedures must be implemented by September 1, 2016.

Requires MNsure board and commissioner of commerce to jointly develop an outreach and assistance program for small businesses regarding the small business health options program (SHOP) and directs MNsure board to develop a plan improving the SHOP portal with implementation timeline, reporting by September 1, 2016, and March 1, 2017.

Directs commissioner of commerce to study Minnesota-tailored rate stability mechanisms for the individual marketplace, models for merging individual and small group markets, and options for transparent rate review processes, with preliminary findings due by January 15, 2017.
