Establishes a Green Roof Advisory Task Force consisting of the state building official, representatives from building owner associations, green roof installation companies, architects, horticultural experts, universities, solar energy industries, and the commissioner of commerce.

Defines "green roof" to mean roofs with photovoltaic devices or vegetative landscapes that may include growing medium, waterproof membranes, drainage systems, thermal insulation, and structural support.

Requires the task force to review and evaluate laws relating to green roofs in other states and countries, impacts on energy use and emissions, roof replacement costs, and storm water management costs.

Mandates the task force submit a report by March 1, 2017 to legislative committees with findings and recommendations, including discussion of benefits and problems with requiring buildings to install green roofs.

Appropriates an unspecified amount from the general fund in fiscal year 2017 to the commissioner of commerce to complete the report.
