Prohibits the Commissioner of Natural Resources from issuing permits to mine sulfide ore bodies unless a single example mine in the United States or Canada with net acid-generating potential has operated for at least 10 years without pollution of groundwater or surface water from acid drainage or heavy metal release.

Requires that the example mine has been closed for at least 10 years without pollution of groundwater or surface water from acid drainage or heavy metal release.

Defines "pollution" as degradation resulting in a violation of environmental law determined through administrative, civil, or criminal proceedings, including when corrective action orders or stipulated penalties are issued regardless of liability findings.

Prohibits the Commissioner from basing determinations on mining operations listed on the national priorities list under federal Superfund law or operations where the operator is no longer in business with no liable successor.

Requires the Commissioner to verify determinations using relevant groundwater or surface water monitoring data showing the example mine has not caused significant environmental pollution.
