• Expresses concern over reports of systematic forced organ harvesting from prisoners of conscience in China, particularly Falun Gong practitioners and ethnic minorities, including a more than 500 percent increase in organ transplants within five years after 1999 when persecution of Falun Gong began.

• Calls on the Government of the People's Republic of China to immediately end organ harvesting from all prisoners and prisoners of conscience, and to end the 15-year persecution of Falun Gong practitioners and release all prisoners of conscience.

• Calls upon the President of the United States to conduct a full and transparent investigation by the Department of State into organ transplant practices in China and prosecute those engaged in unethical practices.

• Directs Minnesota to create a registry for residents who travel abroad to receive organ transplants and to ban entry of individuals who participated in illegal removal of human tissues and organs.

• Directs the Minnesota Secretary of State to transmit copies of this resolution to federal officials including the President, Vice President, Congressional leadership, and Minnesota's representatives in Congress.
