Adds a new category of on-sale wine and malt liquor license for operators of businesses not related to alcohol service, allowing complimentary wine or malt liquor to be served as an amenity to customers engaged in the primary business activity.

Authorizes sales under the new license on all days of the week, notwithstanding any conflicting state law, local ordinance, or charter provision.

Amends Minnesota Statutes 2014, section 340A.404, subdivision 1, to create this new licensing category for cities to issue.

Takes effect the day following final enactment.
