Declares it unconstitutional and unlawful for any person to subject Minnesota residents to detention, arrest, or trial under the law of war as authorized by sections 1021 and 1022 of the National Defense Authorization Act for Fiscal Year 2012.

Prohibits execution of any person within Minnesota without judicial sentencing after trial and conviction in a court established under the U.S. Constitution or Minnesota Constitution.

Requires the Department of Public Safety to notify the governor and legislature of any attempt within the state to violate these provisions.

Establishes criminal penalties for violations, including prosecution for assault, kidnapping, murder, or other applicable crimes, and mandates termination of POST-certified officer licenses upon conviction.

Exempts the application of the Uniform Code of Military Justice to active service members and militia members disciplined for violations during actual wartime or public danger.
