Establishes six categories of fireworks with specific definitions: aerial and audible devices (75 grams or less per tube, 500 grams total), display fireworks, novelties, sparkling devices, and general fireworks, based on American Pyrotechnic Association Standard 87-1.

Prohibits possession and use of novelties, sparkling devices, and aerial and audible devices on public property and restricts purchase of these items to persons 18 years of age or older with photographic identification verification.

Allows local governments to impose annual license fees for retail sale of aerial and audible devices (up to $350 for specialty retailers, $100 for other retailers) but prohibits fees on sparkling devices and novelties sales.

Restricts sale and use of aerial and audible devices to June 1 through July 7 of each year statewide.

Allows cities and counties to regulate conditions of use for aerial and audible devices and display fireworks through ordinances that must be reasonable and cannot prohibit all use, except as provided for statewide restrictions.
