Requires investigations of peace officer-involved incidents resulting in great bodily harm or death to be conducted by a law enforcement agency other than the officer's employer agency.

Mandates that traffic-related officer-involved incidents involving crashes must include a crash reconstruction unit from a different law enforcement agency.

Requires the investigating agency to expeditiously provide a complete report to the county attorney of the county where the incident occurred.

Allows the employing agency to conduct its own internal investigation if it does not interfere with the outside investigation.

Requires public release of the investigation report if the county attorney determines there is no basis to prosecute the officer involved in the incident.
