Requires workforce councils in each workforce service area to cooperate with school districts and charter schools to operate career advising programs for high school students.

Career advisement must identify strategic industries and high-growth occupations, provide information on career paths, salary profiles, credentials, and employer-desired training.

Allocates 70 percent of program funds based on each county's share of economically disadvantaged youth ages 14 to 21, with remaining 30 percent allocated based on population ages 14 to 21.

Requires local workforce centers to report annually by January 15 on the number of students counseled, postsecondary enrollment rates, and other program metrics.

Appropriates $10,000,000 in fiscal year 2016 and $10,000,000 in fiscal year 2017 from the general fund to the commissioner of employment and economic development.
