Authorizes two or more of the listed independent school districts in Carver County (Nos. 108, 110, 111, 112), Scott County (Nos. 716, 717, 719, 720, 721), and Le Sueur County (No. 2905) to form an intermediate school district through cooperative agreements.

Establishes a joint school board to oversee facilities and instruction in special education, career and technical education, adult basic education, and alternative education programs.

Provides the joint board with all powers of participating school districts, public agency status, and property tax exemption, while protecting individual districts from liability for board debts.

Requires board establishment through school board resolutions published in newspapers, with resolutions becoming effective 30 days after publication unless 5% of voters petition for a referendum requiring majority voter approval.

Limits the board to non-postsecondary programs and services with academic offerings requiring licensed supervisory personnel; allows participating districts to contribute funds under existing state financial management requirements.
