Amends Minnesota Statutes section 3.738, subdivision 1 to add a new category of claims that must be heard and determined by the legislature.

Creates a compensation mechanism for inmates who serve extended prison terms in state correctional facilities due to administrative or technical errors in imposing or calculating sentence length, prison term, or release date.

Requires the legislature to consider relevant factors under section 611.365, subdivision 2 when determining damages for erroneous extended imprisonment claims.

Maintains existing legislative authority over claims arising from injury to or death of patients at state institutions or inmates performing assigned duties.
