Appropriates funds for disaster relief from storms and flooding occurring on or after June 11, 2014, in areas designated under FEMA Presidential Declaration of Major Disaster FEMA-4182-DR.

Allocates $709,000 for local road and bridge reconstruction grants; $545,000 for flood hazard mitigation; $20,100,000 to Board of Water and Soil Resources for conservation easements, erosion control, and outlet restoration; $100,000 each to Minnesota Historical Society and Children's Museum of Southern Minnesota.

Authorizes issuance of state bonds totaling $6,845,000 from the bond proceeds fund and $709,000 from the state transportation fund to finance the appropriations.

Appropriations remain available from the day following final enactment through June 30, 2018, with capital improvement funds available until project completion, subject to existing state law.

Becomes effective the day following final enactment.
