Modifies plat approval requirements by allowing local government officials designated by the governing body to approve plats that only delineate existing parcels or comply with minor subdivision procedures, instead of requiring full elected body approval.

Defines "satisfactory evidence of title" for plat approval purposes to include abstracts of title, certificates of title, title opinions, title commitments, or title policies, with determination made by the city council, town board, or county commissioners.

Authorizes examiners of titles to issue written directives removing contract for deed cancellation memorials from certificates of title after cancellation documents have been of record for at least five years and the purchaser failed to comply with notice terms.

Applies the same examiner's directive authority for contract for deed cancellations to certificates of possessory title (CPT) registered under the Torrens system for both standard titles and foreclosure situations.

Requires examiners' directives to specify which instruments the registrar shall omit from successor certificates due to the contract for deed cancellation.
