Transfers State Fire Code rulemaking authority from the Commissioner of Labor and Industry to the Commissioner of Public Safety through the Division of Fire Marshal, following the Administrative Procedure Act and model fire codes used nationwide.

Defines "fire protection feature" to include fire separation walls, fire safety adequacy, egress protection, elevator fire service features, fire sprinkler systems, standpipe systems, fire extinguishing systems, and fire alarm systems.

Requires the state fire marshal to enforce fire protection system plan review and inspections under chapter 299M, with permit fees for fire sprinkler installation deducted from costs paid to the commissioner.

Mandates the Commissioner of Public Safety to consult with and follow recommendations from the state fire marshal when adopting building code rules related to fire protection features.

Repeals the former provision in section 326B.02, subdivision 6, and replaces all statutory references to that section with the new authority structure in section 299F.011, subdivision 1a.
