School districts may only contract with student information system vendors that use a universal filing system compatible with the state's online compliance reporting system, effective for all contracts entered into or modified after the bill's enactment and for the 2018-2019 school year forward.

The universal filing system must seamlessly transfer student records for students with disabilities moving between districts, including evaluation reports, service plans, due process forms, and other information regardless of which filing system each district uses.

The Commissioner of Education must customize a streamlined, statewide online special education case management system using federal Office of Special Education Programs model forms and must consult with special education experts, IT specialists, teachers, parents, and advocacy groups.

The statewide online system must be available to school districts without charge beginning in the 2015-2016 school year; districts may use it voluntarily through 2017-2018 and must use it for compliance reporting beginning in 2018-2019.

The system must include role-based access controls, maintain audit trails of all data access and modifications, provide privacy protections under chapter 13 data practices law, and allow students and parents to refuse consent to have their data included.
