Imposes a one-year moratorium on the use of body cameras by law enforcement officers in Minnesota, effective the day following final enactment.

Defines "body camera device" as a device worn by a peace officer capable of recording audio or video of the officer's activities and interactions or collecting digital multimedia evidence.

Prohibits a chief law enforcement officer from permitting or requiring peace officers under their authority to use body camera devices during official duties.

Moratorium expires May 31, 2016.
