Requires government agencies that reproduce Minnesota Constitution Article IV, Section 10 text to include language stating "Any arrest under this provision is immediately reviewable before a neutral judicial officer."

Adds provision to existing law that a licensed peace officer arresting a legislature member for violating Chapter 169A (driving while impaired) while traveling to a legislative session must process the arrest in an expedited manner and deliver the member to the sergeant-at-arms without unreasonable delay.

Designates any crime (felony, gross misdemeanor, or misdemeanor) as constituting a breach of the peace for purposes of Minnesota Constitution Article IV, Section 10, effective August 1, 2015.

Amends Section 3.151 to specify that intimidating or preventing a legislature member from attending sessions or performing official acts through arrest by a peace officer for the primary purpose of delaying or preventing those acts is a gross misdemeanor.
