Authorizes atheist and humanist celebrants to solemnize civil marriages in Minnesota if appointed by a board of directors of a self-identified atheist or humanist organization that sponsors training for such individuals.

Requires atheist or humanist groups appointing celebrants to be registered as nonprofit organizations with the Minnesota Office of the Secretary of State and hold tax-exempt status as educational organizations under section 501(c)(3) of the Internal Revenue Code.

Amends Minnesota Statutes section 517.05 to expand the definition of eligible celebrants beyond religious ministers to include "any other celebrant identified in section 517.18."

Requires atheist and humanist celebrants to file credentials with the local county registrar before being authorized to solemnize marriages, consistent with existing requirements for religious ministers.

Updates section 517.18, subdivision 5 to clarify that construction of the credentialing requirements applies to all celebrant categories including atheists and humanists.
